Ensures counties prioritize placing foster children with relatives. Starting January 1, 2027, counties must compare their placement rates with state averages. If a county falls below the average, its welfare director must work with the Center for Excellence in Family Finding, Engagement, and Support to adopt best practices and improve family placements.
