AB 2417 (Ting): Restoring Rights to Juvenile Justice-Involved Youth

Assembly Bill 2417 (Ting, Chapter 786, Statutes of 2022) reinstated California’s Juvenile Justice Bill of Rights to help youth in county-based lockup facilities access the rights they already have but may not have access to or knowledge of. This bill would re-enact the Youth Bill Of Rights in all 58 counties and ensure youth in local lock-ups are aware of these existing protections/rights and post the Bill of Rights in their facilities at ALL times while also distributing youth-friendly content to notify youth of their rights. AB 2417 also implements a Juvenile Justice Ombudsperson with enforcement power to investigate complaints and report findings to the State.
