This bill includes probation-supervised youth who are in foster care placement to the existing law (Welfare and Institutions Code §16010.7). This bill will require social workers, probation officers, and placing agencies to develop and implement a foster care placement preservation strategy in consultation with a youth’s child and family team. If the social worker, probation officer, or placement agency finds that a foster care placement change is necessary, the social worker, probation officer, or placing agency shall serve written notice on all of the required parties at least 14 days before a placement change. A foster care placement change shall not take place between 9 pm and 7 am. If a complaint is made to the Office of the State Foster Care Ombudsperson alleging that a placement change occurred in violation of this section and that complaint is investigated according to Section 16164, the office shall provide the findings of the investigation to the county child welfare director, or their designee, for the purposes of training, technical assistance, and quality improvement.
